Find a canonical Vehicle by exact plate (search-and-add probe)

https://{instance}.my.salesforce.com/services/apexrest/ThinkSDK/thinklp/api/v1/vehicles/by-plate

Returns the canonical Vehicle matching the exact plate number and (optionally) plate state. Used by the search-and-add wizard's is this already on file check. Returns 404 when no Vehicle matches.
